Dublin HAP Rate Limits 2026
All four Dublin councils share the same statutory maximum monthly HAP rate, set in S.I. 56/2017 and unchanged since. Each Dublin council also offers a discretionary top-up of up to 50% above the base limit (compared to 35% nationally) to reflect Dublin's rental market.

HAP Eligibility in Dublin
To qualify for HAP in any Dublin council, you must meet all of the following:
- Be qualified for social housing support — i.e. already on a Dublin local authority's housing waiting list.
- Have a household net income below €40,000/year (Band 1 — applies to all four Dublin councils), with uplifts for additional household members.
- Have a long-term legal right to remain in the Republic of Ireland.
- Have found a private rental property within the HAP rate limit (or within the 50% top-up extension), with a landlord willing to accept HAP.
Household income uplifts
The €40,000 baseline is adjusted upward for larger households:
- +5% per additional adult (max +10%, i.e. two additional adults).
- +2.5% per dependent child.
Worked example: a couple with two children in Dublin has a baseline income limit of €40,000 × (1 + 0.05 + 0.025 + 0.025) = €44,000.
How to Apply for HAP in Dublin
- Confirm you're on the social housing list with your Dublin council. If you haven't applied for social housing yet, do that first.
- Find a private rental property within the HAP rate limit (see the table above). Use the 50% Dublin top-up if needed to access higher-rent properties.
- Get the landlord's agreement. Your landlord must complete Section B of the HAP form and provide tax-compliance details.
- Complete Section A of the HAP form with your tenant details, income, and household composition.
- Submit the application through your Dublin local authority (links above). For applicants in homeless services, the Dublin Regional Homeless Executive (DRHE) operates a separate Homeless HAP scheme with extra discretion.
- Wait for assessment — typically 4–6 weeks. Once approved, the council pays your landlord directly on the last Wednesday of each month.
- Pay your weekly rent contribution to the council, calculated as a percentage of your net household income under the Differential Rent Scheme.
